Citizens On Patrol
Your Police Department Wants You!
"Citizens On Patrol" is a community policing program sponsored by the Waco Police Department. It enlists citizens to volunteer their time to actively patrol their community, to listen, watch and reprot suspicious and/or criminal activities to the appropriate authorities. The success of Citizens On Patrol in reducing crime in Waco is a major factor in our continuing dedication to this project. C.O.P.s provides greater observation of neighborhoods, both residential and business, which increases police presence in the community and reduces crime. This will allow C.O.P.s and the Waco Police Department to coordinate efforts on crime in the Waco area. The Police Department will monitor all crime in the community to help target specific areas of concern for the individual neighborhoods. As a result of this monitoring, C.O.P.s will know the best time to patrol and the types of behavior to monitor.

How Does C.O.P. Benefit My Neighborhood
Your neighborhood benefits by supporting C.O.P. volunteers who work closely with the Waco Police Department, in patrolling and reporting significant occurrences and suspicious and/or potential criminal activities; by increasing security for homeowners, businesses, and property owners; by increasing neighborhood involvement and thereby deterring and decreasing crime in your neighborhood. These patrols provide a visible presence of an organized authority which helps to prevent criminal activities and also reduces inappropriate juvenile behavior. In addition, C.O.P. develops a vital and most important relationship between the police and the community, aiding in prompt police response to potential problems. By working together, C.O.P. and the Waco Police Department make your neighborhood a safer and more enjoyable place for living and working.

How Can I join?
You can join if you're 18 years or older and do not have a felony conviction, been on probation or parole for any offense and are not involved in any militant group who's purpose is to cause civil unrest. All applicants will have a background check done and will be interviewed by the Coordinator. Contact your neighborhood C.O.P. Chapter or the Community Services Section of the Waco Police Department. You will then receive four hours of Training which will be conducted by the Waco Police Department and ride as an observer with a Waco Patrol Officer for at least two hours. The training session will inform and educate citizens on observation techniques and police procedures. C.O.P. participants are not police officers and are trained for observation purposes only.
Each participant in C.O.P. will be asked to commit to an minimum two hour shift per month, buy may patrol as much as they want. C.O.P.s must parol in pairs.
Patrols are conducted in personal vehicles with appropriate C.O.P. identification on magnetic signs attached tot he car. Volunteers will also be provide with hats, shirts, and jackets displaying the C.O.P. logo. Cellular telephones will be provided to patrollers so that they can maintain contact with area Police and dispatchers.

Objectives Of Citizens On Patrol
* To assist the Waco Police Department through observation and participation.
* To help reduce and/or prevent crime in Waco neighborhoods, both residential and business, with specific focus on violent crimes.
*To increases cooperation between Waco citizens and Waco Police Offices and increase direct citizen involvement on crime prevention efforts through empowerment of the community.
* To educate Waco citizens concerning crime prevention.
*To educate Waco Citizens concerning crime prevention.
*To Enhance the public presence of the Waco Police Department in both residential and business neighborhoods.
*To become a focal point through which other crime prevention programs could be developed during the year and gain prompt acceptance.
* to make our streets and parks save and secure for the children, the elderly and for all the citizens in our neighborhood.
* to improve quality of life for all Waco citizens.
